1) Cards are vehicle-bound; driver PIN required. No card sharing.
2) Fuel only within approved geofences & hours (06:00–22:00).
3) Max single fill: 70L; back-to-back fills within 30 min are blocked.
4) Receipts must include odometer; random audits weekly.
5) Violations: warning → card lock → HR review.
